Support actions and reusable workflows from private repos ( #32562 )

Resolve https://gitea.com/gitea/act_runner/issues/102
This PR allows administrators of a private repository to specify some
collaborative owners. The repositories of collaborative owners will be
allowed to access this repository's actions and workflows.

Fixes
- workflow_job webhook url to no longer contain the `runs/<run>` part to
align with api
- workflow instance does now use it's name inside the file instead of
filename if set
Refactoring
- Moved a lot of logic from workflows/workflow_job into a shared module
used by both webhook and api

Fix missing outputs for jobs with matrix ( #32823 )

Fix #32795
If a job uses a matrix, multiple `ActionRunJobs` may have the same
`JobID`. We need to merge the outputs of these jobs to make them
available to the jobs that need them.

Needs both https://gitea.com/gitea/act_runner/pulls/473 and
https://gitea.com/gitea/act_runner/pulls/471 on the runner side and
patched `actions/upload-artifact@v4` / `actions/download-artifact@v4`,
like `christopherhx/gitea-upload-artifact@v4` and
`christopherhx/gitea-download-artifact@v4`, to not return errors due to
GHES not beeing supported yet.

Implement actions artifacts ( #22738 )

Implement action artifacts server api.
This change is used for supporting
https://github.com/actions/upload-artifact and
https://github.com/actions/download-artifact in gitea actions. It can
run sample workflow from doc
https://docs.github.com/en/actions/using-workflows/storing-workflow-data-as-artifacts .
The api design is inspired by
https://github.com/nektos/act/blob/master/pkg/artifacts/server.go and
includes some changes from gitea internal structs and methods.
Actions artifacts contains two parts:
- Gitea server api and storage (this pr implement basic design without
some complex cases supports)
- Runner communicate with gitea server api (in comming)
Old pr https://github.com/go-gitea/gitea/pull/22345 is outdated after
actions merged. I create new pr from main branch.
Add artifacts list in actions workflow page.
